Read, Publish & Scopus deal with Elsevier
Dutch higher education and research institutions and Elsevier have signed new reading, publishing, and Scopus agreements. The agreements started on 1 January 2025 and have a two-year term with an option for a one-year extension.
Full-text access and 100% discount APCs
The new Read & Publish agreement provides WUR students and staff with reading access to the peer-reviewed content of Elsevier's journal portfolio. The new agreement also allows corresponding WUR authors to publish open access free of charge in 2736 selected journals. This agreement is valid until 31 December 2026. A separate agreement provides access to Scopus.
Funding
The funding for the national deal is based on a distribution key in which all participating institutions contribute proportionally based on relevance, usage and publication volume. This resulted in a 8.4 % contribution for WUR.
In 2024, WUR authors (both corresponding and non-corresponding) published 1,703 articles in Elsevier journals. Library Director Hubert Krekels is satisfied with the deal: "We successfully limited the yearly cost increase to 2.5% compared to our previous agreement with Elsevier. Given the importance of the Elsevier portfolio as a high-quality resource for Research and Education and the full support to WUR’s Open Science commitment, this is still expensive but the best outcome currently achievable."
Conditions of the agreement
All WUR-affiliated corresponding authors are eligible for a 100% APC discount under the deal. If you want to to publish open access free of charge, please consult the Journal Browser to see if your chosen journal is part of the agreement.
Please note that for the journals newly included in the agreement, a 100% APC discount applies only if your article was submitted after 31 December 2024. Articles submitted before this date are not eligible for free Open Access publication. This information is also included in the journal browser.

Use the journal browser to choose your preffered journal and carefully check the conditions. Start your submission via the link to the journal homepage.
After an article is accepted, the corresponding author will receive an email with a link to complete the “post acceptance author journey" and choose a publishing option. Please follow the steps described in the Elsevier Workflow to apply a 100% discount to your APC. Indicate in your article's the publication stage (of the author journey) that your research was conducted at WUR. Then choose the Gold Open Access option.
