Effectenanalyse beleidsvarianten Nationaal Strategisch Plan (GLB)
De herziening van de Europese regelgeving voor het Gemeenschappelijk Landbouwbeleid (GLB) brengt met zich mee dat lidstaten een nationaal strategisch plan (NSP) moeten opstellen. Daarin leggen zij vast welke economische, ecologische en sociale doelen uit de Verordening Strategische Plannen door de lidstaat worden nagestreefd en hoe die te bereiken. Er moeten keuzes worden gemaakt over de te gebruiken interventies en de verdeling daarover van de beschikbare Europese en nationale middelen. Om de besluitvorming hierover door de overheid te ondersteunen is een analyse nodig van mogelijke beleidsvarianten voor Nederland om aan de doelen invulling te geven, en de effecten daarvan op de gestelde economische, ecologische en sociale doelen in onderlinge samenhang (integraliteit).
The current review of the Common Agricultural Policy of the European Union requires Member States to submit a national strategic plan (NSP), in which they describe their goals as regards the economic, ecological and social objectives of the Strategic Plans Regulation and how to achieve these. Decisions need to be made concerning the interventions to be used and the allocation of European and national resources. For decision making by the government, an analysis is required of possible policy options for the Netherlands for achieving the goals set, and the integral impact of those options as regards the economic, ecological and social objectives set and their interrelation.
