The irrevocable urge to innovate (Trond Selnes)

The study is about why the 1990s brought such a strong urge to renew policy processes of the ministry of Agriculture, Nature and Fishery (ANF) in the Netherlands, and what happens as these ambitions are put into practise.

The study covers post-war developments of central policy fields. Three cases are discussed: 1) the policy plan Dynamics and Renewal (1994-1998); 2) The New Steering Model (1998-2002); and 3) The Transition Policy (2002-2006). Also the more recent developments up until 2010 are covered, when the ministry of ANF cease to exist. The more general issue addressed here is how to understand innovation processes in the public domain, and how the institutional interplay between official and unofficial stories enhances our understanding.
