Samenvatting

This report examines the question of whether there are examples abroad of goal-based regulations at farm level with individual accountability/payment in the agricultural domain. By means of interviews with experts in The Netherlands and abroad, an attempt was made to identify such forms of goal-based regulation in Flanders (Belgium), Denmark, Germany, France, Ireland, the United Kingdom and New Zealand. The number of examples found is minor, and if they were found they mainly concern the problem of nitrate leaching. No practical examples have been found for greenhouse gases.
