Strengthening multilevel accountability - A side-event exploring key elements for implementation of the GBF

High on the COP16 agenda is assessing progress of countries’ adoption of the new action targets and updating of NBSAPs in line with the Kunming-Montreal Post-2020 Global Biodiversity Framework (GBF) and the operationalisation of the responsibility and transparency framework.

The cyclical process of planning, monitoring, reporting and review of the responsibility and transparency framework is seen as essential for the successful implementation of the GBF. This process can also be seen as the core of an approach to multilevel accountability mechanisms for the goals adopted in the GBF. In this side-event, social scientists and practitioners share their insights on how to best facilitate this process to make the GBF really count in terms of delivering positive nature outcomes.

In our roundtable we will discuss questions such as:

  • How do we use the new elements of the GBF to propel transformative biodiversity governance adding to the debates on a "theory of change"?
  • How do we organize (self)-reflection and accountability across levels for the purpose of learning and improving performance?
  • How can an ecocentric Rights of Nature approach support implementation?

The event will start with a brief introduction of the status quo and scientific insights on existing accountability frameworks from different perspectives. We will then discuss possible options for strengthen multilevel accountability and GBF implementation.
