Governance revisited : Een quickscan en vergelijking na vijf jaar van wettelijke en bestuurlijke knelpunten bij governance voor natuur in grote wateren

In this report, commissioned by Life IP Deltanatuur, researchers from WENR investigated the current state of affairs in relation to the legal and administrative bottlenecks found in 2017 and how current governance for nature in large water areas is experienced. This report is based on opinions and perceptions of interviewees and may contain factual inaccuracies. The similarities and differences between the interviewees indicate to what extent the similarities or differences in perceptions form a basis or an obstacle for cooperation in the governance of the large water areas. The main conclusion is that despite – or perhaps because of – an increasingly complex field of work, cooperation between ministries, implementing organisations, provinces and NGOs is generally perceived as improving over the past five years. Overall, governance as a system of coherent procedures and rules has not improved, which means that there remains a permanent negotiation process to achieve the organisation’s own goals.
